C6 mechanism audit: retained scope

The C6 campaign is parked. Its retained B75 boundary excludes 41 of 56 first-exit labels and leaves 15 open; global C6 stability is not proved. These counts describe that source-bound campaign, not the current complete sine-law research.

The full B71-B75 mechanism audit preserves conditional algebra, verification defects and repairs, search outcomes, source references and their limitations. Its dated priorities are historical; the execution plan is the sole active queue. Current implementation/test ownership belongs to the theory catalog.
